Who is a vocational student?
A vocational student is a person who is enrolled in a vocational education program at the college and enjoys all the relevant rights related to receiving vocational education.
Basic rights of a vocational student
(In accordance with Chapter 3 and Article 31 of Chapter 4 of the Regulation on Vocational Educational Activities.)
• Receiving quality vocational education;
• Receiving complete and timely information about the learning process;
• Fair and transparent assessment;
• Use of the college’s material and technical resources;
• Ethical communication with staff and students;
• Membership in the representative council of vocational students;
• The right to mobility, suspension/restoration of status, and use of an individual learning plan;
• Access to support mechanisms when necessary (SEN / persons with disabilities).
Suspension, restoration, and termination of vocational student status
(See Articles 20–22 of the Regulation on Vocational Educational Activities)
• Suspension of status is carried out based on the student’s written application or objective reasons (maximum period – 5 years);
• Restoration is possible by order of the Director after the relevant grounds have been eliminated;
• Termination occurs in cases of violation of disciplinary or academic regulations, or based on a written application.
Mobility
(See Article 23 of the Regulation on Vocational Educational Activities)
• A student has the right to undertake internal or external mobility to relevant programs;
• Recognition of credits and fulfillment of program prerequisites are required;
• Mobility is carried out by order of the Director, based on the vocational student’s application.
Assessment and results
(See Articles 26–31 of the Regulation on Vocational Educational Activities)
• A competency-based assessment system is applied;
• Forms of assessment include formative and summative;
• Outcomes: a) confirmed, b) not confirmed;
• Reassessment is allowed in accordance with clearly defined rules.
Awarding of qualification
(See Article 38 of the Regulation on Vocational Educational Activities)
• To obtain a vocational qualification, a vocational student must:
a) accumulate all credits предусмотренные by the relevant vocational education program (confirmation of all learning outcomes defined by the program);
b) participate in the intermediate assessment (participation in the intermediate assessment is mandatory for the vocational student and is a prerequisite for admission to the qualification exam);
c) pass the qualification exam.
• Upon successful completion of all components, the vocational student is awarded the relevant level of vocational qualification;
• A diploma and supplement defined by the state standard are issued.
Inclusive education and an individual learning plan
(See Articles 18–19 of the Regulation on Vocational Educational Activities)
• If necessary, the college ensures adaptation of the learning environment;
• An individual learning plan is developed if a student is unable to achieve learning outcomes through the standard form of instruction;
• An individual learning plan is also prepared in cases of repeated negative assessment.
Basic obligations of a vocational student
(In accordance with Article 35 of the Internal Regulations and Articles 20, 21, and 31 of the Regulation on Vocational Educational Activities)
• Comply with the college’s internal regulations and rules;
• Observe academic ethics and respect the college’s reputation and order;
• Take care of the property of the college and practice facilities;
• Attend and actively participate in learning and practical activities;
• Comply with assessment rules and procedures;
• Cooperate fairly during assessment or consultation processes.
Employment support
(See Article 33 of the Internal Regulations)
• The college offers students career counseling, labor market–oriented information, and contacts with employers;
• Employment in partner organizations during the study period;
• Graduates have access to circulated job vacancies and a network of partner employers.
Communication channels
• For any questions or complaints, contact the relevant department representative or the college director;
• Written communication is required to initiate formal rights-related processes;
• Contact information is available on the college’s website and social media.
Rights and obligations of a learner
A learner is a person who studies in a vocational training program and/or a vocational retraining program.
A learner has the right to
• Receive quality vocational education.
• Request fair assessment of knowledge.
• Receive necessary information related to vocational training/retraining programs and the learning process.
• Use the college’s material and technical resources, information tools, library, and other educational resources in accordance with Georgian legislation, the college’s regulatory instructions, and legal acts.
• Request an individual learning plan and submit an appeal.
• In cases of unlawful treatment and/or unfair actions toward the learner, submit a written request to the college director.
A learner is obliged to
• Comply with the rules of conduct on the college premises and observe ethical norms in relations with college staff and other learners.
• Respect the prestige of the college and take care of the property of the college and practice facilities; otherwise, material liability will apply for any damage caused.
• Fulfill the requirements established by the internal regulations and the Regulation on Vocational Educational Activities.
• Comply with and fulfill the terms of the agreement concluded with them as a learner.
Individual learning plan
An individual learning plan is a document developed for a learner, taking into account special needs, which defines the learner’s individual learning objectives and the ways to achieve learning outcomes. The need to develop an individual learning plan arises when:
• A learner with special educational needs / a person with disabilities is unable to achieve learning outcomes;
• A learner who, for a valid reason (illness, childbirth, etc.), missed the learning process and, after the reasons have been resolved, requires reintegration into the learning process.
Inclusive education
- In the case of inclusive education, the college adapts to learners with any type of need through its culture, learning environment, rules, curriculum, methods, and vocational teachers.
- Within its capacity, the college ensures appropriate measures so that a learner with special educational needs is informed and actively involved in planning their adult life, receives vocational education at a pace and in a style suitable for them, and, within their capabilities, achieves the learning outcomes defined by the profession. Ultimately, this leads to employment, contributing to the improvement of the individual’s current level, integration into society, and independent living.
Learner assessment
• Vocational programs apply a competency-based assessment system, which evaluates the learner’s ability to use knowledge, skills, and practical experience according to criteria defined in advance by the program.
• To obtain the relevant program credit, all learning outcomes defined by the program must be positively assessed.
• Learning outcomes may be confirmed individually, several outcomes may be confirmed simultaneously, or the entire program may be confirmed as a whole.
• Two types of assessment are used to evaluate learner achievements: formative and summative.
• Formative assessment evaluates the learning process, monitors the dynamics of the learner’s development, and aims to support the learner through feedback.
• Summative assessment serves to determine achieved learning outcomes or a set of outcomes according to defined criteria. It is based solely on a pass/fail system and allows the following two types of assessment:
a) learning outcome confirmed;
b) learning outcome not confirmed.
• Summative assessment is supported by appropriate assessment evidence and assessment instruments.
Implementation of the summative assessment process
• The learner is obliged to appear for the assessment process at the scheduled start time of the assessment.
• A learner who was unable to attend the summative assessment for a valid reason is assigned an additional summative assessment within 10 (ten) working days.
• For an unconfirmed learning outcome that is not a prerequisite for admission to another outcome, the learner has the right to confirm the relevant outcome within a reasonable period before completion of the respective vocational training or vocational retraining program.
• In case of a negative result in the summative assessment, the learner may request a consultation to improve achievements and undergo a repeat summative assessment.
• The result of the summative assessment is communicated to the learner individually.
Appeal
• If a learner does not agree with the assessment result, they are entitled to exercise the right of appeal.
• For the purpose of an appeal, the learner may contest the received assessment and/or procedural issues on the same day the results are communicated or on the following working day by submitting a written appeal application to the college director.
